The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from multiple capitals. Significant resources is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a ability enabled by current data. From observation points, military aircraft that had been dispatched to intercept incoming cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons thundered: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every firing jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Not long after, a heavy machine gun fired at a aerial vehicle close by, part of a defensive team – probably allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The 28-point plan from American leadership sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, certainly, continue.

Political Considerations

It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unfeasible to force Russia to abandon the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, Washington does little to deter Moscow, through statements or actions, from thinking that the current condition will not evolve additionally in its favour in the coming year.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a entire defensive failure until circumstances change in its favour.

Existing Situation

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
